I think its funny that you decided to quote this post, rather than the one I made later that addressed a few of the points you've brought up. (Quarian resources, Liara's outfit, changing iconic outfits, etc.) Although your reasons why the VS and Garrus received new outfits makes sense, from a development standpoint (Which includes aiming to please either a select group, or various ones, depending on how large/small your title is and the direction the title's theme is going.) when designing a game like ME3, which has a extremely large, vocal, and mixed fanbase, it makes little sense to ostracize one character, despite that character being a fan favourite, and one that's been in the frachise since the beginning.
But on the subject of a Quarian's suit being too complex to change; I think that makes little sense; you would think, from a cultural standpoint, that a race of people that can't even see themselves in a mirror on board their own homes would do more with their suits, to differentiate eachother and promote the individuality that they've lost.
And like I said in my previous post, its not like changing their suits once every few years would kill them, because (Again, like I said.) Tali did a lot more than just change clothes in my Shep's cabin, and only got a little cold. So you can't really argue that they wouldn't do it for safety reasons. Besides, quarians grow just like humans, so they would need to change suits eventually. Not that this is an issue for Tali, but it is another valid point.
In the end it might be a case of Bioware not wanting to design another outfit, because it wouldn't be like human armor, where you can be very basic in your approach and still have it turn out nice looking. "Oh, just add some pads here, some masculine pauldrons here, maybe some folded plating here.... Done. Yeah, that looks badass." They would have to work within the cultural aesthetic they've developed for the quarian people, and designing multiple customizable pieces for such a character might have been too much of a bother for them, considering they had other things to worry about.
But again, as I said in my previous post on the matter, I wouldn't be so against this non-change, if Bioware had simply updated her model. It takes less than a few seconds to realize that the Tali in those ME3 screens, is ME2 Tali. Keep the outfit if you must, but when every character (Even Anderson!) is getting a poly count/texture overhaul, and one is obviously not, that's not just lazy, its fairly ridiculous.
