I doubt Tali has that power. Doesn't really fit her style.

From all the recent research that I've been doing into ME3's Powers in the last few days (took off tonight to play the Amalur demo and get the Chakram Launcher and Reckoner-Knight Armor for ME3), it appears that Tali's powers list for ME3 consists off:

*Spoilers*
- Combat Drone
- Energy Drain
- Sabotage
- Defense Drone

...while Carnage appears to be an exclussive power for Vega (and possibly a Bonus Power for Shepard, but no guarantee on that for sure).

Oh, I am VERY sure that it's a brand new power and not an evolution: :D

**GAMEPLAY SPOILERS**highlight to read**(kinda repeating this post, but I don't care, lol)


Defense Drone   (Spawns a drone that follows its user around and defends it by shocking enemies who get within range.)
2nd Rank
Recharge Speed   Increases recharge speed by x%.

3rd Rank
Damage   Increases damage by x%.

4th Rank
Duration   Increases duration by x%.
OR
Range   Increases attack range by x%.

5th Rank
Attack Rate   Drone attacks occur x% more frequently.
OR
Damage/Range   Increases damage by x% and attack range by x%.

6th Rank
Incapacitate   Enemies have a x% chance to be knocked down when shocked.
OR
Chain Lightning   A chaining series of shocks damages up to x additional targets.


Yep, Tali has a brand new, second Drone power in addition to her Combat Drone (anyone care to guess whether or not she'll name this one as well?). Additionally, one of the evolutions for her Quarian Machinist class is called "Drone Specialist", which increases the recharge speed for her Drone powers by a certain percent.

Aye. I just rewatched the Kinect bit before I posted
to be sure. "James, Carnage", followed by a bright impact and an
explosion of gore from what used to be a very unlucky Cerberus
operative.

Tali's powers are rightfully more tech-oriented and less (literally) visceral. She's still obviously as much a specialist as ever, going by the skill progressions AVPen has been posting (thanks for that, by the way), but it's looking like she'll maintain consisent levels of usefulness, rather than being primarily useful only against Blues Suns and synthetics like in ME2 and reduced to drone spam otherwise.

Especially since Energy Drain now affects and drains enemy barriers in addition to enemy shields and synthetics. ;)

Wonder how that works lore-wise. Given that you can upgrade it anywhere, at any time (provided you've got the squad points), I suspect Tali might've worked out how to improve the ShieldJack utility for herself. Makes all sorts of sense, given the decidedly nasty run-ins with biotics and Collectors she's had alongside Shepard.

Hard to say, but it's not without precedent in ME3 since Disruptor Ammo also now affects both shields and barriers.
