You aren't going to discover "how they did so" because there is no answer. It just happens precisely for the reasons you stated: it makes for a sappy ending. That's bull****. That's lazy writing. It's shallow.

As far as you're aware, don't leave it out. The script is unfinished, that much is obvious. While I don't trust Bioware to give a detailed reason behind it, hopefully it will be more than what we learned from the Lazarus Project.
Trust me, I'm no fan of the turns Bioware has taken, read my Arrival review, or my thread on how they completely disregarded key things from ME1 (Like Ilos, and Feros entirely.) but from what I have read, it seems that the team is genuinely trying to make up for the failed Character Piece that was Mass Effect 2.
