Both sides screwed up, yet at the same time both sides are... if not innocent, not entirely deserving of the blame.
The quarians were faced with a situation that was both highly dangerous, illegal, and morally ambiguous at best. The geth were barely sapient, mostly running on base survival instinct, and sudden sapience, and losing life over sudden sapience, would be quite the shock of an immature species like the geth, especially from those who made them that way.

He was doing his job in investigating the issue, but if you didn't pull the Paragon interrupt he would, instead of chastising the volus for accusing an innocent with out proof, run her in to the authorities on the basis that she's quarian, whereas if she were any other species he would've just dropped the issue now that it was resolved...

No, she was not innocent. She IS a vagrant and apparently vagrancy is not allowed on the Citadel. So he is fully within his rights to run her in for it.
Since she can't find work on the Citadel she should probably leave anyway.
The Paragon interrupt is just Shepard throwing his weight around when it comes to the C-Sec officer.
