Agreed. In ME1 it was very much a close bond based on friendship and, in a fashion, mentorship. I think, in Tali, Shepard would have found someone he could relax around, talk too without that constant underlying romantic ambiance cluttering thier conversations. They were always just straight up with one another. In time that trust would build on chemistry and, in turn, become something more developed.
Ironically Shepard's death likely strengthened that bond as both felt the pain of being seperated from the other. When she see's him again, even with Cerberus, you have all of that longing rush forth, and she's just thankful to have him back, there's no doubting him (looking at you Ashley) or being cold (Liara) it's just, "Good to have you back." If they had gone with a Romance in ME1 that entire dymanic would have been lost. So...yeah, worked out in the end.
