Maybe. Bioware pretty much set out to have the VS and Liara romances as the "trilogy-spanning" romances in the game. As far as content goes... well there's a certain four-letter word that Shepard says to all the other LIs except for Tali, which is a glaring omission if you ask me.
There's totally a scene where the L word-bomb gets dropped in regards to Tali. I swear to god, I read it. I need some sleep, do not make me go pour over the Clan Zorah spoiler thread for 14 hours to try and see if I'm imaging that. It was during the Quarian/Geth storyline, I think.
Tali says it, but Shepard doesn't say it back to her. Instead he says, Keelah se'lai.

Each of the old romances has their own kind of "I know it's been a while, but are you still interested? I know you've got person X now." but then the script goes sort of all business and your basic squadmate stuff until half-way through, when the galactic consequences sh*t really starts hitting the fan.

Funny, a lot of people don't mention Liara going off to write her memoirs with the Prothy "My travels with the doctor" or whatever if you didn't romance her. I always thought there were some similar err... implications there.

I feel like a tali and garrus relationship would be kinda awkward, since Garrus is pretty renegade in his decisions and Tali paragon. There would be a lot of arguing, in my opinion.
In ME1, she sat in the middle of the paragon/renegade scale.

IMO, withholding evidence from the trial is not "paragon."She was neutral in ME1, but seems pretty paragon since then.
Her insistence on destroying the heretics rather than giving them the benefit of the doubt is another example of some renegade tendencies. Or pulling a gun on legion. Etc.
Either way, yes, I'd say she's not pure paragon at all.

If you are a Paragon towards him, the Prothean starts to see the value of living a life beyond one solely devoted to killing the Reapers. If you don't or are a Renegade towards him (which is his original personality), then he sees his life as only being good for destroying the Reapers and nothing else, so at some point he takes Shepard to a place where he prepares to die.
