It would make sense for Tali to want to join you while you do whatever missions are required to make both sides happy. If she's an Admiral then she can say it'll ease the people's minds to know an Admiral is personally on this mission with that human and his party to be sure the Quarain needs are being met and the rest of the board might buy it and let her go.
We also don't know how much Xen wants to kill Tali still or if she's finally gotten over that. I say Xen not the board because it's very obvious that someone sent her to die on Hastrom first they sent her to freedom somewhere not long after that her dad dies and his ship is a geth stronghold they sent her there so she would die so they could do whatever they wanted with that data on his ship now that she's Admiral though Xen's going to have to try harder to remove her so she can make her geth utopia come true. I don't think Tali would allow it if she's still breathing.
I think we'll definitly have to do something for the Quarians so they can really trust us before we even start the negoiations. The geth may ask the same I can imagine a spooky request from the geth to have shep hook his brain into the neural hub so they can finally experiance organics as they've never been able to. Otherwise would they really just say go blow this thing up for us and we'll trust you enough to come to the table with the creators and finally give back Rannoch? Both sides not only have a sever distrust of one another but of outsiders the Quarains can't trust human due to Cerberus blowing up one of their ships and the geth can't trush organics because we're all trigger happy on them.
Either way I hope Tali relizes she's not Admiral material and actually hates it and resigns not long after we get Rannoch back so she can be a FT squadmate again. Sure it souds selfish but like Anderson she's not cut out for that role her personality like his bares this out.

Without discussing specifics (most of which come from the same "unofficial" source that's been giving a lot of ME3 spoiler info lately, but who seems to be quite accurate and genuine), there seems to be a detailed system at play in ME3 surrounding the "Quarian-Geth Conflict" and how peace can be obtained between the two races... a LOT of which is determined by the actions and choices you made in ME2, and those things are what will directly affect whether or not you can achieve peace between the Quarians and the Geth in ME3 .Destroy Raiden wrote...

I agree, but I'd have liked to see her tested. In ME1 she talks about how quarains are expected to be loyal "Even when it is... difficult". She says that she can't imagine ever fighting against her own people.
I'd have liked to see a conflict between Shepard and the quarians erupt and for Tali to have to choose.

The question is, how do I get there? If I have to make peace with the geth then this is problematic. Though I suppose to maximize drama I'd have my Shepard romance Tali after all. At least then I don't have to kill off Garrus.
