Of-course it isn't impossible that Tali and Garrus would find a way to survive such as by escaping the colony or finding a source of food, but there is no evidence for it.

In reality, whenever a plane crashes in the land of nowhere, the crew is pretty much doomed. I agree totally here. If the crew doesn't die because of starvation then they keep themselves alive via cannibalism. This happend in the past, it's history. But agan, Mass Effect is not a documentary. Its lore is not a scientific paper. It's just pure fiction, made up by some writers for the sole purpose of entertainment. it's entertainment! And I think that you and many others take the ME-Universe a way too serious now. No technology introduced in ME doesn't make any sense at all. ME violates physical laws constantly. I wouldn't call ME science fiction, as there is absolutely no realistic science involved at all. To me, it's just fantasy in space with aliens instead of orcs. And I really don't get it why some people take it so dead serious.
And by the way, the grandfather scene with child does also trigger when the whole Normandy crew dies. Now how the hell can the crew set up a colony when they are dead? No need to answer that, it's a rhetorical question. One plausible explanation to this is, that the planet we see in the grandfather scene is not the same planet the Normandy crashes onto. So all the **** about inbreeding and starvation ist just pure fanfiction made up by some pessimistic fans who can't enjoy a game made for entertainment.
Or let me put it this way. If Bioware wants to continue the story of Garrus and Tali, they will do so no matter what. And if they can't justify it with logic they do it with space magic, as they did many times before.

I'd say that it's a core game outfit, given the looks of the DLC one.

The helmet reminds me a bit of the concept art where a part of the helmet stuck out a bit from the hood and had a smaller visor. I liked that one.

From Ashes itself has an alternate appearance for all of our squadmates, so the Collector's Edition comes with two different sets of alternate outfits, one of those sets isn't supposed to include Tali.
We've seen the "From Ashes" DLC outfit for Tali, and it doesn't look like this one at all. So unless the Collector's Edition outfits were expanded to include the other squadmates besides Vega, VS and Liara, then this is a core game outfit. (That's the conclusion I'm going with.)
It suits her potential role in Mass Effect 3 very well. The armor plating reminds me that her people are going to war, and the more regal air it gives off also helps to symbolize her promotion to Admiralty.
