Yeah, the first time I was also like 'concentrate on Souvereign' because this guy looks impossible to beat. So I kept that for my canon character, but now I would probably save the council. Also because it doesn't delay killing Souvereign in any way. I didn't want to kill the council, just was trying to save the universe you know. Colleteral damage.
So we're all OK with this?

What you should ask from you self, what is council?T-0pel wrote...
Yeah I just checked the wiki, there is no way to get the human only council even if u make that decesion it is ignored.
Now when you have answered to that, then you understand that human only council is paradox. Because council is presentation of all races and lead by one selected leader from every major races. So, how can anyone assume that council actually is concil, if it's lead by humans only?
It would be same as our real world United Nations could be lead by American's only. (bad example, but idea is there)
Or European Union would be lead by germans only. Think about it.
"Depending on the player's paragon/renegade score, Ambassador Udina
either states the necessity for the new Council to be assembled of only
one species - the humans, or merely calls for a human chairman in a
multi-species Council. This however has no real impact on the story, as
Mass Effect 2 will not treat these outcomes differently."
I was just qouting the game. And there is nothing so unrealistic about it, dictators often hide themself behind a democratic system. Like calling something a senat when it is actually ruled by a single person. :-)

So to sum up:
If you're a pure paragon and choose "concentrate on sovereign" there is in fact a multi-species council in ME2. However, they don't want to meet with you so you never actually see them.
Anderson's statement, that the council thinks Shepard always put human interests before others backs up the theory of a multi-species council as well. Correct?

No, I think there's always an all-human council if the ME1 council died. Just listen to the audio news reports and all of the bitter and angry dialog from aliens.

Agree with the OP. It's like "grey moral choices" don't matter anymore; it's just assumed that Shepard's either paragon or renegade.

Well, that's what I thought when I started this post. And then people kept saying there actually is a multi-species council...

I don't see the issue. "Concentrate on Sovereign" makes no sense from a military point of view. The only reason to say that is if you want the Council to die.

Paragon: You save council and you will seem them later
Neural & Renegade: You don't save concil and you don't seem them
You don't see the council because you killed last one, they don't like you.
Anders: You can have you specter status back
Udina: You don't have you specter status back (officially)
Multi-species council is allways there, even if game sayed it's human council if you kill the old council. Mostly because human based council can't even exist, it's BS paradox situation. You can't just over take other races decission making and think they just bent over for you. Some dictator could do it, but only when the others are too weak to be oppose it. That's not the case here, some other races could kick humans ass if they would want to. Meaning they have the technology advance, not humans. Remember tutorians have most the military under they control.
Human has this habit to think, that they are center of universe.
