Kai Leng is the worst assassin ever. He's not even scary. He has an interesting character design, but he never 'struck me with fear', so to speak. I found him annoying more than anything else. When he killed Thane, however, I did get a little bit of vengeance mode/tunnel vision on him.
I remember just continuously blasting him in the face with my Black Widow, even though I knew he wasn't getting hurt during the shield recharge.
He didn't seem to have any good lines, either. I wanted him to be more biting, insulting, conniving and intelligent. None of those traits really manifested.
Since he's a big fat racist, I thought it would have been cool if he had insulted your Shepard in some way if you were in a romance with an alien (Thane, Tali, Garrus, Liara, whatever). The Illusive Man would surely know about this, since he spied on you for the entirety of ME2.

The guy who created him (or at the very least put the most work into him) has no say over him anymore. I can't say for sure if things would be better if Chris L'Etoile had stuck around to continue writing Thane in ME3 (afterall he'd still need to answer to people higher up than himself). Maybe Thane would be a more consistent character if Chris had been around? Maybe Chris would have remembereed that he was a love interest?
I just don't know.

He is still one of their characters. They should all have at least some knowledge about him, but they just forgot.
They put him on the cover of ME2, and he was in most of the advertisments for the game. Now they treat him as if he doesn't even matter.
Maybe. I was kinda prepared. I knew he was going to be on a death bed and I knew he had to fight this "best assassin in the galaxy" (bah). Their fight was a total let down.. Wanted a Raiden vs Vamp like showdown (MGS4). Ehhh.. My shep would not just stand there!.. I was not let down with the death scene though, it was so much better than I expected. I know how you feel. Most people don't care unless it affects them and they didn't romance him so it was no big deal to them. It reminds me of an amusing signature I saw here on the BSN which basically says:
First they came for Kaidan and Ashley, and I didn't speak out because I was on Team Dextro.
Then they came for Liara. and I didn't speak out because I was hoping for Kasumi LI DLC.
Then they came for Jacob and Thane, and I didn't speak out because I don't play FemShep.
Then they came for me and there was no ending where I could build Tali a house on Rannoch.

If you don't go talk to Thane I know he doesn't end up fighting Kai Leng, and he still dies. Do you still get the death scene with him. I haven't tried it myself.
