For the romance. It's fair that Jacob is upset if you rejected him in ME2. I just looked back at the scene. If you reject him, his last line before you reject him is "You just can't resist pushing my buttons. Last chance for you me to return the favor." He's pretty much telling you "if you aren't serious, we're through." It's completely Jacob like. He gives you that "warning signal" just like he did if you kept trying to "help" him. And if you muck it up, he breaks up with you. The only difference here, is that he doesn't tell you, and it makes sense, because the one moment you could have spent with him left him confused at the very least, and then before you could really tell him, arrival happened. Because let's be honest, "cuddling" is not canon in the least. There's no dialogue, and no one even acknowledges that it happened (happens) outside of Kasumi.
Honestly, there's a reason they don't really show you having sex, so much as you making out in this version. Sure, I guess you could imagine that you did, but it's not necessarily. I just imagined you got some cuddling going on. Sometimes people just want to share that last moment with someone, and THAT was it.
This is the reason I love Jacob's character, because he's a person that you have to figure out, and is made up of a lot of quirks that are small little things that make Jacob... Jacob.
