I don't think so because they removed the Cerberus logo from his outfit. If it was just a place holder outfit they probably wouldn't go through the trouble of removing it.

I read in the Miranda fan thread that the outfit may be dependent on loyalty? Supposedly something BioWare has said? I do not know how true or reliable that is but perhaps that is a condition that applies to Jacob too. Or maybe it is an earlier build... or maybe BioWare is being lazy... who knows!

Yeah you're probably right. A bit disappointing if you ask me but I won't constantly complain about it. Let's all just focus on the important stuff... Like why the hell was he using the Avenger? Seriously Jacob?! The Vindicator is your friend.

It was a shame that his load out and power's were terrible in ME2 looks like thats fixed in ME3, the assault rifle should have been one of his weapon's in ME2

Yeah Miri's concept art was terrible. However, everyone should read the text in Jacob's description. There is some serious irony there.
