Wasn't he a corsair (which I always assumed was like a human spectre group) and decently ranked in the Alliance?

I just thought Jacob taking over Cerberus would lead to a cleaned up, respectable, honest organization...the infrastructure, money, assets, etc... are there, would seem a bit of a waste to tear it down if it could instead be re-purposed in the hands of someone who could be trusted...that's why the idea caught my attention.

I wouldn't put Miranda in charge of Cerberus. Her moral compass doesn't seem to be any better than TIM's.

You know I've got to admit it I found Jacob rather bland when I first started playing ME2.
But he's grown on me.
He's a well grounded bro who is sane (which is rare for the crew of the SR-2)

Jacob doesn't seem the type who would want to run the entire operation. Jacob is like a more emotionally stable version of Garrus, he's disgusted by the corruption in the universe and wants to take a more pro-active actions against preventing it. Jacob just isn't the type to sit behind a desk.
Now I can see Miranda becoming the new leader of Cerberus and Jacob becoming the leader of Cerberus' Military Cell.
