The Reapers probably wouldn't develop individuality like that. Sovereign said they are each a nation, which sounded to me like "We are all unique, we are all powerful".
Sovereign was the vanguard, Harbinger controlled the Collectors, other Reapers have their own little things, but I don't think there's a leader.

I don't think we know enough about them to reach a conclusion either way. One theory I had is that almost all of them are indoctrinated, retaining millions of memories of their former lives and aware of what is happening to them, but unable to do anything about it.Shotokanguy wrote...

Bleh Harbinger. I would more envision that there is at least ONE more to see, to fit in with trilogy format:
Sovvy - Meet and defeat in ME1
Harbinger - Meet in ME2, defeat half way through ME3 to encourage interest by the player
??? - Meet in beginning of ME3 (attack of Earth?), defeat at end of ME3.

Why there has to be the unoriginal archetype of one leader that rules them all?...they are each a nation of it's own...there is no need for main boss in form of one main Reaper (which will be hard to achieve because everyone wants a boss fight to resolve the Reapers and it has to be an epitome of Reapers)... but if it has to be one Reaper in the end I hope it's not Harbinger but not yet revealed Reaper...
