That would be lipstick. I think it may be a reference to her Japanese heritage. Geisha's traditionally have only a small bit of red painted in the middle of their lips.

It's my belief that Kasumi's had serious ninja training or some other equivalent. I think she rivals Thane in stealth kill abilities and is one deadly lady. However she chooses to be a thief as opposed to an assassin because of personal beliefs.
She's definitely not violent, but definitely not squeamish either. She typically reacts to grim and deadly situations (e.g. The Derelict Reaper) with an extremely positive and light-hearted attitude. She also seems to derive great pleasure from combat, if not from killing.

Thane gets more points out of the gate for skill seeing as how he accomplishes his steath without the use of optical camouflage. I wouldn't leave it there though...but I can't speculate further right now.
