I think it definitely does that for Garrus, and the more it does, the more afraid he gets that that Shepard will either change her mind or back out. That's an incredible vulnerability and a big risk even in a same-species couple. Of course, I also personally believe that while Garrus does mention he doesn't have a fetish for humans (which, to me, just says he doesn't fixate on them, not that he finds all humans unattractive), as the Turian himself says, "This isn't about that. This is about us". It's about who they are, not what.
What you wrote made me think (in a good way) of old americain movies about a black man falling for a white woman. I always felt like when Garrus talks avbout his non fetish for human females hes mostly trying to figure out for himself why he has to feeling for Shepard, where those feelings come from. Is it because she's special/unique (being commander Shepard and all) or because he loves who she is under that ?
I like that with the way the romance arc goes, its clear that he only romances her after getting to know Shep well enough on a personal level, not just as a hero figure (meaning you need to recruit him on ME1 not just show up guns blazing in ME2 to save his hide). Of course you need to complete his LM like any other LI to put his mind at ease but its not a direct recruit-LM-sex romance arc like most ME2 LIs.
