Well it has never been confirmed, but most likely that is him.

It says 'pre-order'. Since that series was cancelled, I wouldn't think that's legitimate, or maybe they haven't heard yet, in which case it would probably end up being cancelled.

The whole comic is just fantastic, I advise watching it/reading it from the very first page up to date (new pages are being constantly made, by the author and uploaded on DeviantArt - so far page 38 is the newest), because it just is a huge, amazing piece of work devoted into making it.

Read it all, drawing is a little shaky at parts but it's mostly pretty good, some of the dialogue is fun however a lot of it is lifted straight from mass effect 2, which is kind of missing the point of a fan fic. I had fun reading it though. The line that stood out most to me, namely because it had me laughing for about five minutes was "Lawson! Move that genetically perfect ass over here and do something useful!"

Some lines were taken from ME2 itself, but I think the author did that as a "nod" towards the awesome game.
Most of the dialogue still is fan fic, but in Garrus and FemShep "personality framework" and that makes their dialogue in the comic feel like them, so I consider it a very good balance.

If you ask me, I hope things simillar to those in this comic come up in ME3, like Garus showing, that for him FemShep is is a lot more than just "one time blowing off steam thing" and seeks for something long-term witht her. Anyway, we'll see what BioWare will come up with, since romances are big parts of fan community requests to the developer and - concerning ME3 - he seems to be VERY listening and adhearing to almost all of those requests already.

The way things end up between them you can just tell that it's more than a fling. I think Shepard approached it as a fling to test the waters first and make sure her attraction to him was mutual. I actually have this ocd thing where I have to make my Shepard drink the brandy with Chakwas immediately before she hits on Garrus. Always. In my version of the story, Shepard wants to tell him how she feels but decides it will be easier with some liquid courage. To me, it helps explain her forwardness. Garrus and Shepard dance around their feelings for eachother with all the "blowing off steam" banter, and it's understandable. Falling for your best friend is terrifying, especially when your feelings are reciprocated, because it means risking everything, and it's probably tenfold for best friends who aren't even the same species.

I like that comic, it makes me feel inspired.
