I don't understand. Is there more dialogue for Garrus if you reject him after you get his interest, unlike the other characters rejection reactions? Wow I made that sentence come out weird.

I think there’s like 3 versions of it, each one gets progressively worse. I didn’t do them (even though I was tempted specially the first time I played it) but I saw them on youtube.

I actually did this in game to see what happens, it feels so much worse.

Well the romance has to have somewhere to go in ME3. If we got everything we wanted in ME2 then there could be no improvement in the final act.PalAvian wrote...

I think it kind of evolves. Something like this.
After initial suggestion: "Well....why not? Can't say I have a human fetish but you're about the best friend (only friend) I have. So yeah. Hell yeah".
Next Talk: "I really want this. Lets do it"
Night of Suicide Mission: "This is the only good thing in my miserable life. I don't want to screw this up. Please have my weird looking human/turian babies".
But you see? Those are the bits you’re picking up. And it’s all good.
But all I was hearing was; ‘Are we crazy for even considering [...]?’ and ‘Part of me still thinks we’re crazy [...]’ if that happened to me real life, I’d read it as: he’s not sure or worse; he doesn’t want it but still wants to spare my feelings and is hoping for me call it off. Which I promptly and unceremoniously would.

I don't know what it is. Maybe some things that Garrus says rub people the wrong way? I just could never understand why, personally, because his interest and how much he cares for FemShep were always clear to me throughout the romance. When my mom watched the first romance conversation with me, she compared Garrus' attitude to a character in a movie we saw - the guy was trying to be so respectful of his girlfriend and not suggest anything innapropriate, and when she did, it surprised him at first, but then he was all, "Yeah, we can definitely do that! Let's do that!" And that's how I saw it too. Garrus never thought of being intimate with a human before, let alone his commanding officer, but when she brought it up, he was all for it.
The bolded is one of the reasons why I love their final romance scene.Demonhoopa wrote...

FemShep, how dare you tell him to stop talking?! Limited dialogue choices putting the wrong words in her mouth...
I like the way you think.jellobell wrote...
Same here. I'd love to see some reactions to a human/turian pairing, especially from that one turian councilmember or that Terra Firma bigot guy, just so I can get my Shepard to tear them apart. Besides, one of my favourite things about Bioware games is their (to borrow a phrase) "sheer head-crushing depth". I'm always going to want to learn more about the world of Mass Effect, and any new information about the society and culture of the ME galaxy is welcome.

But look a Tali romance which I did with maleShep, can you believe it? At the time I didn’t even know that Tali and Garrus were that popular, I just went with what I fancied. Her romance, still in the cute department, but better rounded up. You can tell both are into it. Tali is all giddy and stuff and pretty much looking forward to it. Then what Kasumi tells you just underscores what you already know by interacting with Tali herself. How do I get to hear that Garrus likes shep? From him? No... Kasumi.

And just think of all the awkwardness he had to go through finding that info, like Mordin giving him the sex talk and sending human/turian relation videos to his omni-tool or private terminal. He really wanted things to go right with Shepard, and the result was adorable.YvetteAngel wrote...

But even when you accept him, you can see how stressed he is over seeing this go right and him wanting things to work out. You can also see how he progressively gets more serious/into the idea as you reinforce your feelings for him over the course of 2/3 conversations (and this can be further validated by seeing his reactions at each "dumping" point). He is increasingly invested in a relationship/the idea of a relationship with femShep as you continue on.
So, I think both sides are right, to a certain degree (the "it's just a fling" and the "it's more than just a fling" sides). It starts kind of as a "fling" (I don't prefer using the word "fling" as they both have too much respect and care for the other for it to be that, so perhaps "casual relationship" or some such term would be more fitting) but also progresses quickly into more serious territory. Imho.

My lord she’s creepy. And I walked right into it, I was thinking about reloading the game after that went horribly wrong. But I just couldn’t be bothered, one advantage of playing a game that is not connected to your main game/shep [ME2 PS3]...so I’ll just pretend it didn’t happen

By the time you hit the romance scene, it's pretty obvious (whether you reject him or accept him) that Garrus is at least a little serious about this. It's more apparent when you reject him, because BW hits you over the head with "good going, you cold-hearted bastard, you just kicked a puppy." And then the wine-bottle zoom happens.
But even when you accept him, you can see how stressed he is over seeing this go right and him wanting things to work out. That's close to how I headcanon it. It sure seemed to fit better for my Shepard that she just made a crack without really meaning it -- then they both accidentally started thinking about it and being like "Yeah. Hey. All right."
