Now in ME3, its clear that Garrus stole everything. He got his own moral compass, he gives you tons of support, gets lots of screen time and has a solid romance arc. Its almost a bit unfair to other characters 
I agree. I wonder if it's because the Garrus-romance didn't get that far in ME2. Half of the romance in ME2 was Garrus getting used to the idea that yeah, he and Shepard could work and it could be a very good thing. It felt like he finally accepted it at the very end during the ‘romance/head-butt’ scene which was like 'small time' compared to some of the other romances where there was an obvious attraction in the very beginning.
Now, I like that the relationship progressed that way, because in my headcannon, things would have progressed slower with him anyway.
Yeah, they've basically written Garrus as Shepard's bestest friend, regardless of how Shepard is, him/herself.
In a way, it really isn't fair to some of the other characters, especially the VS and Vega, but at the same time, if the story's progressed to that point, Garrus has been there pretty much the entire time for every single game, and he's had your back the whole time. It's not that he doesn't have anywhere else to be, so much as that there's no where else he'd rather be. Shepard does a lot of important stuff, and while everything Shep does gets mired down in politics and events, if you have the insider view (like Garrus does), the other stuff Garrus and pretty much everyone else has been doing (with the exception of Liara) can seem kinda 'small-time'.
It's a shame many of the other relationships suffer under Garrus' shadow, but he really is the Goose to your Maverick- the ultimate wingman. Maybe that's why he ended up looking sort of like a bird.
I think the friendship is part of what makes Garrus' romance progression seem so natural. It's a slow burn sort of thing.
