Welcome fellow Garrus fan!
We suspect that this line is inthere becasue many players have had a initial romance in ME1 and it accounts for Garrus giving you time to make things clear with the ME1 LI. Of course, it makes no sense for the Shepards who saved themselves for Garrus until ME2. But since its a very small portion of players, the writers might not have took it into consideration.
In other words, they needed a reason to make Garrus ask Shep if they were 'really together' (mandatory player choice moment) and they figured it would be easier to tack it on that way.
Thank you thank you.
And, ah, I suppose that makes sense. Even though my Shepard didn't romance anyone in ME1... Well, I can live with that.

Hey DiabolicReality! Always nice to see
new people. As for your question, I assumed that Garrus' line about
figuring them out was more about committing to each other, making their
relationship official, rather than just sleeping together. I dunno,
that's how I saw it anyways.
Hi hi!
That's what I was thinking first too, but it didn't really work with how my Shepard does things so I came looking for another solution, haha.

Why facepalm?
Secondly, it's
basically a pure gameplay element. They needed a clear flag for people
to know "this is the point of no return" for the relationship flagging.
Facepalm because I didn't think that babies was the first thing you'd mention when you've established a relationship with someone pretty recently. Sort of like dating someone seriously for a few months and then they ask you if you'd like to have kids with them at some point. I thought it was cute in the game, but yeah, hold your horses man.
And yup, I do realize it is a 'flag' point. I was just confused by how it was written in because it sort of seemed out of synch with the previous conversations :]
