I always image my Shepard dragging Garrus plus a witness (Tali or Kaidan) to a local city hall (whatever that would be in Mass Effect) in their best uniforms. I can't image my Shepard wearing a dress

I have no idea where they'd end up together. I don't picture post-Reaper Earth as in the best condition. Of course, Palaven is also out - both because of Reaper damage and because Shepard won't enjoy the beaches very much with skin cancer. <_< A low population colony would present problems with food, medicine, and other supplies for one or the other of them due to the dextro-levo problem. I imagine the best bet would be a fairly high population asari planet. The Reapers waited until the last minute, relatively speaking, to go after the asari, so there should be little war damage, and they're all comfortable with and well prepared for mixed species couples.
As far as the wedding... well, I haven't entirely parsed that one out. My Shepard would definitely go for the small, intimate ceremony combining turian and human customs, but I get the feeling that unless they eloped, a Shepard-Vakarian wedding would be an impossible to keep under wraps media sensation.

Considering that Earth and Palaven is little more than ruins and nuclear winter after the war that might be a bit unromantic. But Garrus would probably like some warm place, being a turian and all, so a unnuked part of Virmire perhaps? Edit: I feel so bad for my Thane action figure. He is like a cripple. He can't stand, he has a deformed shoulderblade. I'll have to have Garrus cradle him or something.
And for people who like the ME2 armor, there already is a toy made of that.
