Who is the mystery turian?

Armour is the same shape as Garrus' C-Sec armour in ME1 but obviously has a different colour scheme.

My money is on General Partinax or maybe a Primarch coordinating the war effort near/on Palaven.

Theres definitly some techno turian vibe to that. Could some of those Hierarchy types secretly go out and dance?

I can picture my FemShep right there discussing war plans with some turian general. Getting the turian fleet on her side is probably one of the main goal for her (considering she got much of the human fleet destroyed to save the council).
