Perfectly valid question. So, I mentioned when I first joined this thread that I was writing a Garrus/Femshep relationship analysis. Basically answering that question. But I'll give you the rundown on what exactly it is I think about their relationship, without putting my entire analysis on here. There's gonna be a bit of text coming up, just so you know!

Obviously, they were close to start off with... their friendship was established in the first game. And why wouldn't they be? They'd been through hell and back again together, I find it hard to believe there wouldn't be a strong connection after the kind of stuff they had to do. So the foundation was there, definitely. As far as the beginning of the relationship, it definitely started out as a joke, what with the "reach and flexibility" thing. I think when FemShep brought up the idea of the two of them "blowing off steam," it threw him completely off guard. Judging by his reaction, he had no idea she was going to say that. So, he thought about it, and said, "Sure, why not?" Because really, what else can you say when you just got thrown that hard of a curveball? Imagine your best friend coming out and outright saying they wanted to sleep with you. You wouldn't really be able to be eloquent, I'm sure.
The thing I like about the Garrus/FemShep relationship is that it progresses like a normal relationship. It starts off small, then grows over time. In the beginning of the relationship, you can break it off with him no problem, and he talks about it in a casual way. By the end of the relationship, you can see how flustered he is, and if you happen to have a black heart and a soul of ice and break it off with him before the SM, his body language says it all.
In that final scene that brings the romance full circle, you can see just how far he's come from that "Sure, why not?" from that first conversation. It's painfully obvious how anxious he is over the whole situation. He is waiting for her when she gets out of the shower... WAITING. And when she comes out and sees him standing there, he immediately starts running around the room, trying to set the mood. He's thinking way too much, and trying way too hard, and that is NOT the way you act when you're just planning on fooling around with someone, regardless of friendship beforehand or not. And honestly, did you really think the last part of that scene indicated a quick "wham, bam, thank you ma'am?" roll in the hay? Because I definitely didn't.
So, does Garrus LOVE Shepard? I would say yes. Why? Ask anyone in the military how they feel about their squadmates. Relationships that are built on the fact that you HAVE to trust each other enough to put your lives in each other's hands make for an unbreakable bond. There's love there, always. As far as Garrus and Shepard go, I wouldn't say it's total, complete, "I want to marry you right now" love, but it's love to be sure, romantic and otherwise. Could it progress to "in love"? Definitely. The relationship is still young. There's plenty of time to learn to love each other in that way, too.
And screw Kaidan. Garrus ftw.
