Ooops I forgot.. Hello everyone.. I am new, I love Garrus, and sorry for the long post :-)
Welcome, and thanks for the great post! I doubt anybody around here is in danger of forgetting how fantastic Garrus is, but reading it in that form made me smile once again at the wonderful romance Bioware has created.
Regarding the other romances Samantha, Kaidan, also Allers if you got her and Liara if you pick the 'wrong' dialogue choices: Beware, game mechanic and spoilers coming...
1. There are no major 'conflicts' between potential love interests in ME3. Which a) means less drama, but also

that you get little to no warning that you are going to mess up your intended romance if you click on the wrong option.
2. At the start of the game, there are people out there in the universe who might already be or have yet to become interested in your Shepard. If you romanced Garrus in ME2, your savegame contains that information, which doesn't stop some others (Samantha, possibly Kaidan if he's still alive, Allers, Liara) to be interested in general.
3. First private meeting with 'old' love interest: In case of Garrus, it's after Menae on the Normandy. You have two options: Telling him to end the romance is final, telling him you are interested is *not* final, it does *not* count as a permanent commitment.
4. 'Locking in' a romance: After Tuchanka there's the first wave of 'dates' (Samantha with her chess match, Diana Allers with her interview), do one other mission (like the Asari monastry) and the second wave of 'dates' (Garrus's sniper contest, Kaidan's cafe scene, Liara's talk on the far side of the Presidium Commons) is available, too. There you have the option to say "yes" again. And *this* is final!
Consequence: If you had taken Samantha's invite or said "yes" to Kaidan, you would have broken up with Garrus, no other chance, no confrontation, nothing. At least that's the theory I know of, I haven't verified it myself. You can, however, say "no" to Kaidan, no harm done in that case. It's just an awkward conversation, Shepard doesn't say "dude, I love Garrus", but "not with this war, no time, sorry".
The way I usually play: Making Samantha / Allers / Kaidan / Liara wait until my Shepard has had the date with Garrus. Then, automatically, all other conversations are changed to "friend-only" modus, i.e. Samantha doesn't ask for a shower, Kaidan doesn't speak of love etc.
So much for theory, hope I didn't bore you to death

Edit: Regarding your ending choice I might have to clarify something else, though you might not like it. Control essentially means sacrificing Shepard to create the Shepard AI, no matter your EMS. You don't get the "Shepard breathes" scene that way, and Garrus puts the plate onto the wall. You can, of course, headcanon anything you want, but regarding the 'canon' story, Shepard is gone and there is no reunion.
Destroy would be your ending of choice if you want the possibility of a reunion. With sufficient EMS, Garrus doesn't put the plate onto the wall, but continues holding it, looks up and 'smiles' at the end, followed by a dark scene with lots of rubble and a glimpse of Shepard's body that moves when the Commander draws breath again.
