That's true, Stanley Woo isn't the Voice Acting Director or the Casting Director, so it's probably that Bioware hasn't contacted all the VAs yet. Maybe they wanted the VAs for the Mass Effect 3 Squadmembers to do their recordings first because of the larger content of lines for the squadmembers, then get the other VAs to reprise their roles because of their character's smaller content of lines.

To cheer everyone up, I found this ME2 Michael Beattie interview on the interwebz. I think I saw this quite a while ago, but its always just awesome to hear his voice again outside of Mordin.

I'm usually just a lurker here but I can't help but voice my support for Beattie. His voice fitted Mordin perfectly, I would never be able to get used to any other voice actor. Beattie is part of what made Mordin such as great character and it would be a tragedy for him not to return. It only makes sense to finish the series with the actor we know and love.
With that said, I will return to my lurking.
