Yes I think those are mutually exclusive

if they fight for survival without a plan outside of attacking the reapers head-on they will both fight AND die, they are not mutually exclusive.

1. Sit around and formulate a complete strategy to defeating 1000s of reapers (without access to intel or sufficiently heavy firepower).
or
2. Fight his way to his ship get away and THEN formulate a plan.

When you're ambushed you don't have time to formulate a plan, any field-commander knows that, you'll have to react to the enemy, that's why it's highly advantageous to:
1. Strike where the enemy doesn't expect you.
2. Strike when the enemy doesn't expect you.
3. Make sure the enemy can't counterattack.

The reapers will fail with point number 3.

To be perfectly honest I'm more interested in the voice of the guy saying "We need a plan". Sounds quite like Vigil, who had voice imprints from a Prothean (Ksad Ishan or something like that), because it sounds all calm like Vigil. Or, this could just be that I found the line uninteresting... ;)

The only scene where I see this line coming into used is this:

RandomDude: We need a plan!
Sheppo: We fight or we die, that's the plan.
RD: Seriously? That's our plan?!
Sheppo: Well, how about I don't save your ass.
RD: I didn't mean....
Sheppo: No, f*ck off!
RD: Come on....
Sheppo: Off you f*ck!

I see where you got the idea of the Salarian Councillor from Tamahome, but to me it sounds more like Vigil, not exactly Vigil's voice but in the same sort of style as Vigil. It's more calm and wise sounding than the salarian, me thinks.

Ambush = Suprise Attack, hitting the enemy when he's not expecting it.

As far as I understood it the whole "we need a plan" dialogue is done on earth just as the earth is attacked, hence they don't have time to do anything but fight their way out before formulating a plan.

Congratulations! You've effectively described what amounts to my problem with ME2 and (most likely) ME3: Completely lacking in substance and coherent thought, but looks superficially "awesome" on the surface provided you don't dig very deep. In other words, just throw a lot of cool stuff at the player and hope he's too distracted by the bright colors and flashing lights to notice that the plot is paper thin. It's the Michael Bay technique.
