Shepard is trying to explain to a bunch of people the gravity of the situation. This same bunch of people has been discounting and dismissing the reaper threat for years and therefore know little to nothing about them
Shpeard is aware the Reapers are on hunmanitys doorstep, what were you expecting an indept tactical analysis with visual aids and some light refreshments?
They have one option and only one option, survival. Shepard is a soldier, not a politician. He summed up the threat in as clear and concise a way as he could. I loved it!
