I do find it strange though because IIRC the Williams family were barred from ever being officers again because of the Shanxi incident where her grandfather General Williams had surrended to the Turians.

They just had this major prejudice due to Shanxi. But what with being an up-and-coming Spectre after helping Shepard with the Citadel and more, well, she's 'fixing' her family name--even if it shouldn't need fixing.

I'd really like it if it were just Kaidan who got promoted. Nothing against Ashley. I like her--my canon romanced her in 1 and stayed faithful in 2. I just think it would be nice to differentiate the Virmire Survivors. They're basically interchangable right now.

Actually, it's not. Being a commissioned officer gives her a bit more clout in certain situations, Spectre status notwithstanding. It likely gives her more options for getting things done without shooting everything in sight or breaking an entering which, as a spectre, she can do, but it's not always the optimal solution either.

Remember, that after Shepard died things kinda fell apart. Those who wanted to hide the Reaper situation (which obviously includes the Council), no doubt to avoid mass hysteria, too the opportunity presented by his death to break apart his team and generally bury everything up.
And now? He's certainly overdue a promotion given everything that's happened, but given the circumstances of his return to the Alliance I doubt it's going to happen (first he's on trial, and afterwards the Alliance has other fishes to fry).

In the Normandy getaway trailer you can see Admiral Anderson calling the Normandy and Ashley responding and Anderson adressing her as Lieutenant
