The problem is I move countries almost every year so I am not stable; if I preordered now it would arrive at an address I am not living at. So how much time do we have?
How much time will we have to order the Collector's Edition?

It will be a few months before the release of the game before they have to start manufacturing the CE items say 3-4 months before release, and they will look at the numbers of pre-orders and then manufacture X amount more than the current pre-orders to cater for last minute buyers. so you should have enough time to confirm what address you are going to be living at.
On the off chance that I am wrong with this though (I don't think this is a limited time pre-order like DA2 Sig) do you not have a friend or family member who is more stable in address who could then forward it on to you?
