I wonder if playing the DLC (especially Liara's) will affect anything towards ME3. Always curious if ME3 imports the ME2 right at the "endgame" moment or whatever the most recent saved game is. Things can get a little complicated I guess.

The bridging content, such as LotSB and Arrival, are assumed to have happened whether you play them or not. There are no real meaningful game decisions in these DLCs so nothing you do can really affect anything.

Any save made after completing the suicide mission is importable.

Pretty much. Ex: Even if you don't import a file from Mass Effect 1, Mass Effect 2 still assumes that the events happened. The ME2 dlc follows the same design.

Good question. The writing of each made it seem like LOTSB and Arrival were mainly geared to be played post-SM -- just the feeling you get. Although, I've played Shadow Broker right after helping Liara on Illium my last couple of playthroughs and it's been a lot of fun to actually take advantage of all the "deliveries" you get from her in Act 2 and 3.

This is probably correct. However, I expect that there might be a little extra mentioning of the actions taken during those if you played them. For instance, the bad guy from Bring Down the Sky is mentioned in a news report in ME2 I believe. Feel free to correct me on that if I'm wrong.

It struck me that the decision of whether or not to continue the relationship with Liara (via that stealthy Paragon interrupt at the end) is something that should be imported, not automatically assumed one way or the other. Would this be the exception? Because I'd rather not have to deal with Tali vs. Liara relationship conflict in ME3, and a (small) part of the reason I bought LotSB was so that I could avoid such a thing.

I just started playing Arrival.  It didn't sound like something I wanted to do but I  read enough to decide I'd give it a try.

I originally played it on one of the games I had finished and unless I'm forgetting, I just agreed to turn my self in.  I played again with a game that I hadn't been finished yet and in this one I agreed to come in after the mission was over and I got the impression he knew we were going after the collectors, so this one at least, I think you really could play either before or after and have it make sense.

LOTSB, yeh I do think that was ment to be played after you finished the mission, it works well enough there.  But I also like playing  it way before the end becuase I usually want to change the skills on everyone.

Overlord contains a decision point.

I believe it's the last save the game recieves, because what if people do an important side-mission after the game's end, or if they bought Kasumi? I'm pretty sure people who bought Kasumi after their game ended would be disappointed if she didn't show up in ME3. To add, what if someone starts a romance after the suicide mission is complete? If the game used the endgame save, it wouldn't record that.
