This is not real life, but rather a game. Part of the Soldier playstyle is utilizing all of the guns for various situations, along with the various ammo powers. I would find the game play to be quite boring, especially considering that the soldier is such a one-button wonder anyways and the assault rifle is such a jack of all trades, especially if you are talking about the Mattock. The only thing that limits that gun is the ammo.
Further, if you take the ME reasoning for "ammo" in terms of interchangeable heat sinks, if you actually ran out of ammo on your assault rifle, you would only have the ammo (or heat capacity) that was present on the other guns and would not be able to reload those guns. Which would cripple a soldier, and it is better to just limit the ammo per gun so that at least you have back-up ammo. But really the bottom line is that it is a game mechanic, which won't make perfect sense in either real life, or the ME universe.

spec ops also have more than 16 rounds in a mag for the standard AR's and SMG's that they typically use.

Edited just because FAL or G3 would also apply. They all fire the same round and use 20 round Mags.NYG1991 wrote...
He's using the Mattock AR which is just single shot weapon so 16 rounds is ennough as you're not sprayying rounds everywhere.
Avenger = M4
Vindicator = M16
Mattock = M14 EBR

They don't if they're using a full sized battle rifle like the M-14 or FN-FAL, in which case they'll have the standard 20 round mags that those rifles use (more than 16, but not much more). And that's what the Mattock is. People get confused by terminology. The mattock really is not an assault rifle at all, but it gets classified as one for practical gameplay purposes, since it'd be impractical to make a separate weapons skill just for it. It's true that assault rifles generally come equipped with 30 round magazines....but battle rifles generally don't. And the Mattock is a battle rifle, not an assault rifle.

I could make a case that the Mattock is most like the Kel-Tec RFB since those are both bullpup designs, but aside from that, this comparison is pretty good.

Pay attention to the Geth Colossus in Tali's recruitment mission. It uses something similar for it's heavy machine gun. You can see the spent thermal clips ejecting as it fires. The "belt" is apparently internal where you can't see it, but it really appears to work that way.

Yeah I noticed that with Geth Primes aswell and they use Revenant or at last that´s how their weapon design looks. But can´t see this when shep is going mad with Revenant.
