Sounds like Kelly's job to me.
Look, it's real simple: Kelly was a yeoman. Kelly was not a comm specialist. So regardless of the fact that this person will mention messages, they aren't doing the same job.

People, what are they teaching in schools nowadays? My primary classes are past quite some years now, but back then we learned how to read.

^It's actually hinted Vega can be S/S romance( I didn't hear anything about Kaidan from leaked script, except for related stuff with Ashley) since he talks to Shepard in neutral gender.

It's not something uncommon, though. They did that with the other games and then chopped some of it out.
