Dude, this is the Internet. You have to be extreme.
Being fired isn't enough. That guy should be dragged out in the street and shot. Or maybe boiled in oil. Or drawn and quartered. Or a combination of the three.
There, my e-peen should be about four inches longer now.

Its so you're not glued to your powerwheel 24/7 (I've seen my bro play like that with ME1, its headache inducing). It breaks up the combat and makes you think more strategically and it just generally makes the combat more satisfying. There I said it.

1) Ammo powers don't have a cooldown
2) From the trailer, grenades don't have a cooldown, and every class has a grenade type of power
3) In the trailer, Adrenaline Rush and Concussive Shot shared the same cooldown
So, with that information at hand, one has to assume that remaining powers have one single cooldown, OR they are grouped. Biotics share one cooldown, tech's share another, and basic/class powers share another. We haven't seen enough to know for sure though.
I bet they're grouped powers since a lot of people complained about that in ME2, but to make up for that in ME2, Bioware gave each class ammo/grenade powers that don't need a cooldown as compensation. So either way its a plus.

As the classes stand in ME2 (and will likely stand in ME3), splitting the cooldowns by tech/biotic status would overpower the Sentinel and not really affect anything else, depending on how bonus powers turn out.
You're right, though, that global cooldowns reward spamming a single power again and again, at least for certain classes.
