I bet they're grouped powers since a lot of people complained about that in ME2, but to make up for that in ME2, Bioware gave each class ammo/grenade powers that don't need a cooldown as compensation. So either way its a plus.

Eh, grouping the powers would make the classes unbalanced. classes like Adept, Soldier and Engineer, which use biotic, combat and tech cooldowns exclusively would still have completely global cooldowns, but something like the Sentinel would be able to use a tech power immediately after a biotic power, making them... more effective, I suppose, in combat, if you understand what I mean. Unless they double the cooldown times for the hybrid classes, which would slow down the combat quite a bit, it simply wouldn't work.
I imagine what they mean is that the heavy melee and grenade, and possibly unity powers would run on seperate cooldown timers from the rest of the powers, or even no cooldown at all.
