It did indeed mention Miranda & Legion's name next to the permanents. But they didn't actually include the word "permanent," so it's possiple that they were just mentioning their return.

They've said that squad mates don't work like ME1 and ME2 whenever asked about permanence. I don't think anyone is permanent in that sense now. Maybe some hang around longer than others but I get the impression that they all come and go.

We know that Legion and Liara can definitely be in your squad as we've seen them in demos.

I actually haven't seen the one with Legion, though, is there any chance somebody has a link?

 I don't think he has been confirmed as a squadmate, but he has appeared in a video in a similar capacity to how Mordin appears on Sur'Kesh
