You're talking about a movie where Anakin can't say the word "children" and "killed" in the same sentence, because Lucas thought it would make the 9 and 10 year olds in the audience run out of the theatre sceaming, whilst their mommies would write long and conservative messages to him.
You're talking about a movie where Anakin's most memorable dialogue with Padme was:

You're so...beautiful!"
"
That's only because I'm so in love."
"
No, it's because I'm so in love with you."

A movie where one of the most gruesome and potentially powerful scenes in the series history (Vader's defeat + rebirth) was utterly ruined -- beyond redemption and everything -- because of this:

-- a scene so comical and poorly written, that I was half expecting the Geico gekko to jump out and say "
don't worry Vada! Geico will save you 15% or more on car insurance!" It's almost as if Lucas was asleep at the camera the whole time.
You're talking about movies so awful that Rick McCallum's face during the very first Phantom Menace review viewing basically was of utter bordom and disgust -- during which Lucas himself basically said that he ****ed up big time but didn't have the time to edit the film.
Lucas wrote I, and II (and possibly III) in a single draft. I think he thought he was going to wow the world with one of the finest movies ever made -- created in one go. He failed utterly. So badly, that all most people could do was ignore the prequels -- even III which was
almost good.
So yes, his universe is meant for children. I don't know where he gets that rationale -- maybe he was abused as a child, maybe he is just a social recluse. But there it is.
