I doubt we will see multiplayer in ME3 even though it has been delayed. Any ability with time dilation would need changing and the dialogue mechanism would need to be replaced. Further since the game is designed around Shepard, playing characters other than Shepard is likely to feel a lot less compelling since you will probably not be able to control what you say (a lot of extra voice acting and story arcs would be needed) and will have to sit around in downtime while Shepard is doing his solo stuff. There are just too many issues to be worked through and too many compromises from what we had in ME2 meaning it will be a very big risk.
ME4 (or whatever its called) on the other hand can be designed from the start to include it and I think that is the much more likely option. Bioware will not want to make a half-arsed job of it or it will carry negatively publicity accross to when they have time to do it properly.
Edit : I don't think PvP, which is an important part of multiplayer, would work at all well with the powers they have either.
