I just fired up ME2 like 1.5 years after beating in in February of 2010. Installed Lair of the Shadow Broker and started my after-the-campaign saved game. DLC doesn't seem to be available... not getting any private mail to start it; Liara doesn't seem to want to talk to me. I don't really want to restart the game just to get to Horizon and unlock it. Is there something I'm missing?

By now you've probably tried one suggestion I would have: turn off the 360 and start again. Another thing would be to check with another save game if you have.
Also check to see if LotSB downloaded correctly; see if it has a tick (check mark) next to it in the available content screen. If not, redownload.

It has downloaded properly. I think it would trigger after completing a mission. The only problem is that I have no more missions...

If the game successfully recognises the dlc then the message pop up should happen regardless of whether you have any missions or not.
All I can suggest is clearing the cache to see whether that is of any help.
