I have just finished The Wending Wood quests, however, it would seem that I can't complete both Velanna's Joining and Oghren's the Family Man.

What am I doing wrong?

Sigrun's and Velanna's can't be done if you finished all the main quests.
Best suggestion is to leave Blackmarsh for last, or stop doing "Last of the Legion" as soon as you get Sigrun. That way, you'll be able to do their joinings. The game will assume that you went all the way through, though. So both quests will still have them act as if they aren't Wardens.

Oghren The Family Man, though, is a different matter. You need to get his approval all the way up to a whopping 75, which is hard, since a bug has the game track the gifts you gave him back in Origins. You pretty much need to metagame a bit to get his approval high enough, if that's the case.

Getting Oghren's approval up is a bit easier if you hang on to all the gifts you pick up, wait until just after you finished all the main quests, hand out all the specific gifts for each companion if they need approval, than throw the rest of them at Oghren.

I am not familiar with meta-game.

Unfortunately, I have completed the entire Knotwood including Last of the Legion. Seriously not looking forward in going that far back.

Where can I find the Paragon Silverite Rune Tracing?

Unfortunately a number of quests are bugged. In my first game I managed to miss both Sigrun's (had already done Law and Order) and Justice's (100 bug), and didn't get Oghren's because it was too hard to get his approval up. Nathaniel got hit by the 100 bug too.

My only advice at this point would be to finish your current game, then replay in the future with foreknowledge of the bugs and how to avoid them. Sadly you will not get the most optimal epilogue slides if you haven't done the personal quests, but Bioware isn't likely to provide a patch any time soon...

According to the wiki, the keep  has to have been upgarded three times before you can get that, and from Yuriah in Vigil Keep.
