Another question is if he was promoted between ME2 and ME3 as Ashley was (from Operation Chief Williams to Lieutenant (2nd Lieutenant?) Williams).

Yes, Kaidan outranks Shepard now, but if it makes it easier - Shepard is not in Alliance anymore, meaning, s/he couldn't be promoted in the first place - s/he was bagged and tagged for Alliance after Normandy SR1 went down. Actually Alliance remembered Shepard after blowing up 300k Batarians.

I hope Shepard gets promoted from Lt. Commander to Staff Commander. He'll still be Commander Shepard, but at least he'll be equal in rank to Kaidan.

Yes. I'm hoping that gets addressed and Shepard gets promoted (at least to the rank of Captain) if Bioware plans to play the same role with Shepard, the VS, and the Normandy crew like they did in the other games.

True. But Hackett says after Arrival, "You make sure you're there with your dress blues on...." Now if I remember correctly, dress blues is a common term for military dress uniforms, specifically the US Marine blue dress uniform. I always thought that meant Shepard was reinstated into the Alliance.

Good thing I replayed ME and saved Ashley instead.

In all seriousness I wonder what are they going to do about Shepard's rank if he's still in the Systems Alliance or if Shepard's exclusively a SPECTRE. Because if Kaidan out ranks Shepard then wouldn't he command the Normandy or if he just stands aside and let's Shepard do the commanding it'd just be awkward.

The janitor aboard an alliance frigate outranks Shepard.

Shepard is no longer with the Alliance anymore (she even says so when you're on the Quarian flotilla in ME2)... people just call her commander out of habit or something.

According to the demo at E3 Anderson reinstates Shepard's command of the Normandy at the end of the Earth section.

That might include a promotion to Captain.

She says she's never reached the rank of captain and also says that she is technically no longer part of the Alliance military... hence, she no longer holds a rank as far as the Alliance is concerned during the events of Mass Effect 2 (this clearly does / will change in ME3).

Must have missed that, it's been a while since I have chosen that option. But Shepard would still hold the rank s/he had when s/he was declared dead by the Alliance, Military Officers keep the rank they held when they left the service but are classified as inactive and I doubt the Alliance would have stripped Shepard of the rank when s/he died.
