They've pretty much come out and said that the DLCs happened and will be addressed in the opening of ME3 to bring people who haven't played them up to speed.

Not gonna happen. Theres games for Xbox from 4 years ago that STILL charge for dlc. The only way ME2 DLC will be "free" is if its packaged in some new ME set in the future or something, like years from now.

Contradictory statement is contradictory. If you love the series, then you're doing yourself a massive disservice by skipping Lair of the Shadow Broker. Microsoft does sales from time to time, I'm sure it'll go in your favor at some point, because LoTSB is worth every penny even at full price. The opinion is more split on Arrival so I won't comment on that one. But I implore you to give LoTSB a go.
If you're set on your decision to not play it, I'm certain you could find playthroughs on Youtube, or a good synopsis on the Mass Effect wikia.
Side note: If you bought Mass Effect 2 5 months ago and paid $70, I very much so hope you're living in a not-America country in which that makes sense, because you got screwed over if you paid that much in the US. I got it about the same time for $20.
