According to the wiki, Loghain was voiced by Simon Templeman, whereas Gamlin was voiced by Timothy Watson.

Gamblin not likely, though I like the idea of his daughter Charade being a party member.
Loghain - possibly. In terms of story it would depend how much time has passed. Loghain supposedly is stationed in Orlais, and DA3 is likely to use Orlais as a playable location. So he could be there. If too much time has passed, however, he would've taken his final journey to the Deep Roads.
In terms of real life - it would depend if Simon Templeman wants to do it. Even as a cameo, Templeman could command a hefty wage as the character Loghain is the most talked about character in DAO and has been voted one of the top 10 video game villians ever. So unless he wants to do it for fun, I don't think so. He'd be too expensive.

Nods - yes - I started calling him that before the game came right out and said that he gambled the estate away. I think on some level I knew.
I doubt it was an accident the writers named him that. An enjoyable pun to be sure.
