Yes, Asari scientist with combat experience. As I said, the characters should have more and appropriate powers/abilities (it should really be "abilities" instead of powers, save perhaps for biotics)
Overload would have been nice, but they needed a purely biotic-abilitied squadmate (Garrus and Tali already have Overload or something similar). Also, Liara is defined first and foremost by her biotics (and her knowledge of Prothean lore, but there isn't a power that matches up with Smart! haha), so her ability set best fits with them trying to balance the gameplay and the character background.
The problem is in why they think they need a pure biotic character anyway. Many developers have problems in constructing scenarios that allows their charcters to be who they are, and the otherway around. The archaic notion of "gameplay balance" you mention becomes a problem when these two factors are not balanced or integrated to begin with. Take Thane for example. He should have been more like Kasumi orr a crossover between kasumi and Nilus, a squadmember who avoids detection and strikes with deadly precison. He is not the type who stays in the group. But he was forced into the generic squad mechanic and become pretty useless. What a waste on an interesting charcter. One can only hope that Bioware one day make the ME trilogy 2.0 and try to "level up" as a developer.

She's not an engineer or a hacker, she's got a doctorate in Archeology. Honestly even in Mass Effect 1 Overload kind of felt like it didn't belong amongst Liara's power set. I care more that her power set will be fun to use then if it manages to express every aspect of her personality.

If they functioned like they did in Mass Effect 2, yes.
Miranda was a very powerful character in Mass Effect 2 and she had Overload, Warp and Slam which is much less powerful than Liara's singularity. If Liara had stasis on top of all that Liara would render all your other squadmates more or less obsolete.
That power set would give her the best direct damage attack against any defense type, as well as two of the best crowd control abilities in the game one which can incapacitate large groups of enemies without defenses and one which can incapacitate a single enemy whose defenses are still up. With that power set Liara would have no weaknesses and could handle any situation and choosing any other squadmate would be downright silly.

The combat/ability system is part of the problem here, and so is the type of challanges the team faces.
Different squad members are good at diffrent things, but they rarely have the chance to do anything then fighting in a generic way.

I don't see how you can get around that in a squad based RPG like Mass Effect.
You have 3 squad members their abilities need to compliment eachother and yet still be simple enough that the player can control all 3 squad members at the same time.
Although one idea does come to mind, it wouldn't accomplish everything you want; but it would be a step in the right direction.
A More Interactive Environment
If you ever played a game called Star Wars Republic Commando you'll know what I have in mind.
In that game you had a squad and the way you issued orders to them was by interacting with the environment.
See a nice sniper position, then interact with it and your sniper sets up in that position. See a hackable turret, then interact with it and you tech will hack it. See a door you want to breach, then interact with it and your whole squad gets into position with one cutting through the door while another chucks a grenade in from behind cover.
This would make for a nice means of adding character appropriate abilities without depending on the power wheel.
For example you could have turrets or mechs for an Engineer or Scientist to hack into, debris that a biotic could fling around, or spots where a soldier could place explosives.
It would add a nice layer of depth and give your character some less straightforward ways to use their abilites.
