Not quite sure what you're asking. If you cast a spirit healing spell on somebody with low HP they will be healed so... yes?

Yes. You can't use it to heal Blood Magic using companion (same as with potions).

No, spirit healing does not count as conventional healing. If you've just used a potion and you're not able to use another because of the cool-down time, you can do a spirit heal instead.
Spirit heals and potion heals have their own individual cool-down times.
Why are you asking, though? Are you debating on whether or not to invest in healing spells?

It is not about the cool down time.
"Conventional healing" term is only used in "Blood Magic" and Merrill's "Blood of the First" and in those cases all healing spells count as a Conventional healing.
