So how 'legal' are the mercenary companies in this game?

If you saved the Council, Emily Wong has a news report about how Council forces execute a raid on the Terminus Systems headquaters of a group called "the Tai'Danni Pirates" in response to that group's believed involvement in the destruction of a salarian starship.

Just because we don't see them in the game doesn't mean that they aren't important. We never saw Drell in ME1 it doesn't mean that there are no Drell in the galaxy it just means they didn't want to put them into the game at that point in time.

And Drell became enough of a threat to earn the respect and fear of the Council, when? The Drell are a race that has become the protected species of the Hanar. The Terminus pirates cumulatively have enough strength and influence that the Council fears war with them.

What you are saying is that a political force that is mentioned in game as being significant is completely invisible, and allows lesser unrelated organizations to freely raid their space.

That makes more sense to you than the mercs being the Terminus pirates?

Same reasons tyrants get to drink tea with the Queen, and why their armies are valued customers at air shows and defence fairs.  Politics and money.

I am pretty sure that the Queen of Spain or King of France didn't get together for tea with the Queen of England during any of the various skirmishes between their nations though. The pirates openly raid Council interests, which is more than Cerberus does. The Council occassionally strikes back, which is more than they do against Cerberus. Cerberus is labelled terrorist and does not operate openly in Council space.

Cerberus tends to act against high-profile political targets. It's easier to ignore the guys who limit themselves to stealing crates out of random freighters.

That is my point though. They don't ignore the pirates. They periodicly send task forces against them. They label Cerberus but otherwise ignore them.

Most RL mercenary companies are almost completely legitimate. They are businesses, and as business, they want to keep their biggest customers: IE Governments. You do not ensure yourself continued business by robbing the people that hired you to protect them. It does not make good business sense for Mercenary companies to go pirate because they can make far more money, with greater security, by remaining legitimate.

There are, of course, exceptions to this rule, but they are the exceptions, not the rule.
