The pirates openly raid Council interests, which is more than Cerberus does. The Council occassionally strikes back, which is more than they do against Cerberus. Cerberus is labelled terrorist and does not operate openly in Council space.

Cerberus tends to act against high-profile political targets. It's easier to ignore the guys who limit themselves to stealing crates out of random freighters.
Most RL mercenary companies are almost completely legitimate. They are businesses, and as business, they want to keep their biggest customers: IE Governments. You do not ensure yourself continued business by robbing the people that hired you to protect them. It does not make good business sense for Mercenary companies to go pirate because they can make far more money, with greater security, by remaining legitimate.Slidell505 wrote...
