Unless Thane suddenly grew boobs and wore armor exactly like Tali (not to mention Thane never had gold eyes), its not Thane. It is however right next to the Thane art so I'm guessing that's the reason for the confusion.
She's completly covered in both.
Those with the artbook can back me up with this one.
All we can see in the right picture is glowy eyes.

I'm not saying I want her mask shifted to a clear color, or to use some odd contrived way of getting her to walk around with her face constantly showing, or something. But at least give us the option to have a glimpse of what she looks like. We want to get to know the girl behind the mask, not the mask itself.

Then again if Shep is in a relationship with her, it would make sense to see her face at least once. But half the community will dislike whatever her looks. BW cannot get this right no matter what, so probably better just leave her masked.

Do you think it's really true or they just want to surprise us?
I doubt there will be an Elcor squadmate or a removal off thermal clips so I don't know what Casey meant by that.
It does not definitively mean seeing Tali's face has been ruled out. It could mean she won't have Wrex's face. Which will disappoint many, I'm sure.

Alot of things cause negative reactions. Femshep on the CE cover, an all bisexual crew, Cerberus acting against Shepard, VS scene on Horizon, etc. Since when have they been concerned about angering people?
I thought it was their game. If it is indeed their game, then they decide what Tali looks like. If not, then it should be put to a public vote. And while they are at it why not put every facet of the game to a public vote.

I would be surprised if Quarian looks were not defined in the early designs. However, a big point of their attractivness is probably the fact we don´t really know. I don´t really think they´ll show it in ME3, usually masked characters lose a lot of popularity once you remove the mask (in the sense the character became popular masked, and is later unmasked, think Boba Fett, not Batman).
