ME3 - Out Of Game Notice

 When CDN stopped putting out news info onto the Cerberus Network
for ME2 it had a Out OF Game Notice that said that there will be one more
DLC 2 weeks before the release of ME3, is this still in affect or was Arrival
the last DLC bridging ME2 to ME3?

OUT-OF-GAME NOTICE: The Cerberus Daily News will begin a hiatus on January 24th, finishing its run of one full year. Daily postings will cease except for three weeks in 2011: a week of posts will precede a downloadable content release, and two more weeks will lead up to the release of Mass Effect 3. The CDN team thanks fans for their attention, comments, and feedback (both in and out of character!). We are sorry to go, but we had fun — we hope you did, too!

No, it said that there would be 2 weeks of CDN before the release of another DLC, that DLC being Arrival.

You read it wrong.

EDIT- Although I do believe the CDN may come back the week before ME3 releases.

Arrival is the last, bioware not releasing no more DLC for me2. There will be a new service for me3 for the DLC

No it just says it will come back online then. Arrival is the last DLC.

A week of posts will precede a downloadable content release (Arrival), and two more weeks will lead up to ME3. So, for the two weeks before ME3 is released, there will be posts.

then they should have said it that way, the way they put it is that 2 weeks before me3 will be post but a week before that will proceed a DLC, if it was arrival then it wouldnt be out until 3 weeks before ME3

It does make sense, I can see how you made the mistake but it's not actually wrong.  Well, except that the two weeks of updates will most likely now come in 2012 before ME3 is released.

Holy crap! ME3 was originally intended to release in 2011. One week of posts before arrival, two before 3 launched. ME3 has since been pusjed back to 2012, therefore that information is no longer valid. Connect the dots people.

I don't think it matters when it comes back online anyway. We won't be using the Cerberus Network in ME3.
