If the Citadel itself could indoctrinate people, wouldn't you think it would have done so already? Why wait two-plus years after the 'first' attempt to bring the Reapers back failed?

The Citadel is just a Mass Relay. If it could indoctrinate people, so could almost everything else based on the Reaper's technology. Besides, it's a confirmed location.
