If it were up to me, I would choose Garrus. He has proven he is able to handle a team by himself while Shepard was dead, is Shepards chosen apprentice

i am guessing Ashley or Kaiden will be the XO since this is an alliance ship. Or heck maybe they make Vega the XO.
Still its definetly going to be a loyal alliance human so no aliens like Garrus or Cerebrus people like Miranda.

Personally, all of my Shepards would use Garrus as their XO if they could. I imagine we'll probably either get saddled with the VS (not that I'd mind, though it could lead to some awkward moments) or some new Alliance NPC. But still, if I had a choice in the matter, Garrus all the way.

Yeah, I doubt that the VS would be over Shepard, rank wise. It wouldn't be right, especially, since this is the last game and the fate of the galaxy is at stake. Just like EDI needed to be unshackled in ME2, Shepard also needs to be unshackled by not being under someone else's command. This is the no-holds-barred conclusion to the epic fight against the Reapers. Shepard has valuable allies that listen to Shepard BECAUSE they are Shepard, regardless if they are with the Alliance or not.
As to the OP, I would like someone new to be XO. I need Garrus on the ground with me, not typing up mission reports or doing paperwork. Believe me, I love Garrus, but that's not what he needs to be doing. Even my VS needs to be groundside with me. I loved using Kaidan in my squad in ME1. Ash was even fun to have every once and a while. I would not mind Vega being my XO, but as others have said, it seems more likely that the VS will be our XO. Although, as Priestly says, even though Anderson is said to be staying on Earth (which has been stated through official channels), that might not be the case. He might be some big reveal, I could see that happening too. Picture this: You are playing the game for the first time expecting the VS or someone else to be your XO, and then Anderson gets on the Normandy last second and becomes your XO. It would be nice and would make things come full circle.

Pssshawww, It's my ship as far as i'm concerned, i don't care if Kaiden/Ashley out rank me, they'll be scrubbing the floors on my ship!(well Kaiden won't)

I'm going to go with Miranda. She was second in command on the SR2, and should remain so in my opinion. She does a good job, is a good leader, and is FAR more tastey to look at than any of the other ones. (Not to mention my main LI in all but 2 runthroughs).
Mess with my squeeze, and next runthrough you are going to be fed the the Thorians or some such nonsene simply because I cannot fire crewmembers outright (or push them out of the airlock). If Miranda talks or give orders, its just like I gave the order.
I intentionally went a little overboard just to see if I could generate some smiles.

While Miranda no doubt has the skills and dedication to be a good XO she is Cerberus (or ex Cerberus as the case may be). No one trusts Cerberus, including Cerberus themselves, wich makes her a bad choice of leader, especialy on a Alliance ship like the ME3 Normandy.
Besides EDI is practicaly the XO already.

From my experience (American military), 29 is about right for a Lieutenant Commander (O-4). 27 is old, however, for an enlisted troop to make the jump to officer. O-1s are usually 21-23. Obviously, the Alliance military is different, it just seemed odd to me is all I was saying.

When I was in the Marines I had a Captain (O-3) once who had done 8 years as an enlisted man, got out as Staff Sergeant, went to college and got a degree, then returned to the Marine Corps as an officer. I'm not sure how old he was, but he had a full head of gray hair and looked to be in his thirties.
As for the XO not being in 2nd in command...
In the US military as far as I'm aware the XO is always 2nd in command, though this may not be true in some other NATO militaries. In a Marine infantry company the XO is always the next senior officer after the Captain. In other words if anything happens to the Captain, the XO is in command.
