I comleted te quest involving his son and I killed his son for the murder of the evles. The guards said not to mess with Vanrad and even he said he will make me pay for killing his son.
When should I look out for him?
Is Magistrate Vanrad coming back?

The future? There's nothing else from him in the game so far, but it's possible he'll play a role in later content.

I know but im asking does he shows up either Act 2 or Act 3?

No. he probably show in an xp but not in the act 2-3. I dought he will get a DLC and IF he does get one and he attack hawke while still in the city, is very stupid because, Aveline is the guard-capt and a friend of hawke. He loses again.
